    EDITORIAL

    The journey of the National Library of Nigeria is one of continuous growth guided by visionary leadership and staff dedication. The library has evolved to meet changing needs from expanding access, improving cataloging systems, digitization efforts, and nationwide literacy programs all with the bid to ensure knowledge preservation and accessibility.As we commemorate the 60th anniversary of the National Library of Nigeria, we are celebrating a legacy built on vision, service and continuous innovation. For six decades, the Apex Library has remained at the forefront of preserving and disseminating knowledge thereby serving as the intellectual heart of our nation and a pillar of support for educational and cultural heritage development.

    Since its establishment in 1964, the National Library of Nigeria has grown steadily and humbly into a revered institution dedicated to fostering literacy, lifelong learning by supporting scholarship and safeguarding the nation’s intellectual output. Through these periods characterized by transformation and challenges, the library has upheld its mandate of being the intellectual storehouse and databank of learning of the nation with resilience and steadfast commitment.     2. "Determinants of the Use of Information and Communication Technology by Library and Information Science Students in Universities in Nigeria", discussed the use of Information and Communication technology by library and information students in Nigerian universitics.
    3. "Gender influence on the usage of Information and Communication Technology by Librarians in University libraries in South-South and South West Nigeria," revealed that gender of librarians does not influence the usage of ICT in university libraries in South-South and South-West.
    4. “Librarians' Competencies and Organization of Knowledge in Academic Libraries in Delta and Edo States" the authors adopted survey research design to investigate librarians'competencies and organization of knowledge.
    5. The article on "Library Educational Development and Training of Librarians for the Promotion of user-friendly Academic libraries in Nigeria" discussed the concept of education and training and highlighted programmes as well as course contents for the education and training of librarians.
    6. The critical need for libraries to prioritize the development of electronic library and online services was emphasized in “Impact of Covid-19 pandemie on Academic Library Services in Delta State University Library.Abraka".

    its resuscitation in 2004. A cream of professional librarians were
    in involved editing the publication and the authors are librarians with several years of experience.

    Editorial

    Nigerbiblios was resuscitated in 2004, after being off the shelves for some time, with the publication of Volume 15 Number 1 (January/June 2004). Following the resuscitation, efforts were made to continue without any further break, but unfortunately, this did not fall through due to logistic reasons. Consequently, Volume 16 numbers 1 & 2 that should have appeared as separate issues had to be lumped together. The result is a more voluminous issue with many more articles.

    The advent of Information and Computer Technology (ICT) has almost resulted in a total abandonment of relevant but traditional practices. This issue of Nigerbiblios tries to give a voice to some such articles. It is no wonder, therefore, that articles such as "Managing past question papers in academic Libraries," by C. V. Anunobi: "Cataloguing and Classification of Monographs: a practical approach," by Abdul-Ghany Adebimpe: "Use and Use pattern of International Standard Book Numbers (ISBN) and International Standard Serials Numbers (ISSN)" by W. Fola Adio are included.

    On the other hand, H. 0. C. Otokuenfor's "Information Literacy rules the Networked world: the implication for Librarians and Information Scientists;" T. A. Ayo's "Application of Greenstone to the Development of National Library of Nigeria Information Systems," as well as Paul Ibrahim Mamman's "Networking the Departments of the National Library of Nigeria for efficient service Delivery," counterbalance the traditional articles.

    It is hoped that our readers will find this combination both acceptable and enjoyable.

    EDITORIAL COMMENTS

    PAYING LIP SERVICE TO LIBRARY DEVELOPMENT

    For a very long time now the library and all that it stands for had been taken very lightly by governments of the federation. It is a fact that some of them have endeavoured to establish library boards to oversee proper library development in their areas of jurisdiction. But real development transcends mere provision of boards.

    How many of the existing libraries for instance can boast of appreciable budget specifically set aside by their superintending agencies as money available to them for use in a particular financial year? How much penetration into the rural areas have been effected by way of establishing branch and divisional libraries or services to very remote areas through the use of mobile libraries?

    Where boards exist, one would like to know what efforts have been made to educate their governments to appreciate the invaluable role the library has to play in the new education policy. Much money for instance, has been pumped into the purchase and installation of technical equipment to enhance the smooth take-off of the new, system. How much of this huge amount was allocated to the library sector? Why has the various governments not shown sufficient enthusiasm in and given priority attention to the establishment of libraries and the importation of library materials badly needed as support services on which the success of the scheme delicately depends, a fact which many of our decision-makers either neglect or are dangerously unaware of?

    Nigerbiblios therefore suggests that it is high time the Nigeria Library Association and indeed the National Library of Nigeria sent a delegation to the Federal Government to press home the need for a concerted development of library services side by side with the new education system .A near intractable 'war' like this calls for persistent and sustained strategy, well planned out and prosecuted with such a tenacity as to make the governments acceed to the yearnings of all those who truly believe in education for survival through the use of books as agents of knowledge.
