Abstract

Centralization is a common feature in higher learning institutions, with administrative centralization with decentralized services being the most popular. British Universities, the US, and Harvard University have implemented this approach. In developing countries like Nigeria, physical centralization is recommended, but university librarians argue it's not the only feasible basis. Despite challenges, success is commendable and there's hope for improved financial situation.
