THE LIBRARY AND NATIONAL INFORMATION SYSTEMS
Abstract
This paper discusses the role of libraries in a Presidential system of government, emphasizing the importance of international information. The paper suggests that the Public Service should establish facilities to make the new change appear ahead and avoid panic measures. The existing library of the Federal Legislature has been neglected for over a decade, and staff should be drafted and stock built up. State legislatures should make provisions for library, documentation, and archives facilities and provide staff with special training. The paper also emphasizes the need for state and local governments to learn from past experiences before integrating this into their socio-political fabric.
